Describe where work happens
Separate the provider's registration country, delivery team location and required on-site presence. These are different facts. Check the legal contracting entity separately from the people performing the work. Name any subcontracting and the locations from which privileged access is expected.
Plan collaboration
Discuss working hours, escalation, language, access, reporting and responsibility for handoffs between teams. Agree overlap hours, escalation routes and written communication. Distinguish a quoted response target from a commitment to resolve every issue within that period.
Specify data and ownership
Identify permitted processing locations, system access, confidentiality, intellectual property and account ownership. Confirm applicable requirements with your own advisers. Ask how access is removed, how credentials are managed and what information may enter third-party tools. Do not send confidential records merely to obtain an initial estimate.
Compare the full arrangement
Consider scope, support, transition and ongoing costs together. A local or offshore label cannot by itself establish suitability. Include transition time, coordination, recurring charges and the support needed after delivery. Compare providers against the same requirement instead of ranking countries.
Turn the guidance into your brief.
Record the outcome, scope, assumptions and outstanding decisions in a shared requirement. Ask every invited provider to respond to the same version, and keep missing information visible rather than treating silence as agreement.
BlueBlocks helps structure that conversation. Specialist discovery that requires substantial work can be quoted as its own project before implementation is commissioned.
